Post-election appointments of Arroyo for politics, not policy

Newsbreak: Recent appointments made by President Gloria Macapagal Arroyo do not indicate serious housecleaning or attempts to improve governance. Since last July, after the election ban lapsed, she has either placed or transferred 51 persons in 46 agencies. They include seven retired generals and 24 named to new positions in the Office of the President.
