House bill seeks to raise pay for teachers

MANILA, Philippines — Public school teachers stand to enjoy an additional P10,000 compensation within a five-year period should House Bill 4380 be passed into law.
Authored by Reps. Teofisto L. Guingona III (2nd District, Bukidnon), Cynthia A. Villar (Las Piñas City) and Maria Laarni L. Cayetano (1st District, Taguig City-Pateros), the bill seeks to grant an annual P2,000 salary increase until the P10,000 amount is fully received by teachers.
Beneficiaries would also receive an additional P1,000 to be released not later than February 15 of every year as an allowance for their annual medical check-up.
The authors sought the immediate passage of the proposed measure saying the salaries teachers receive are not enough to meet their needs.
The minimum salary of public school teachers, Grade 10 in the pay scale for civil servants, is P10,933.
"We have lost some of our brightest, talented and qualified teachers to schools abroad where they get better pay and benefits. Other teachers resort to income-generating activities to supplement their low pay thus affecting the quality of education," Cayetano said.
Aside from the school teachers who are engaged in actual classroom teaching in public education and those involved in the alternative learning system, the beneficiaries of the additional compensation include the Philippine Science High School System teaching and non-teaching personnel as well as the non-teaching personnel of the Department of Education.
Not covered by the proposed increase are those persons occupying positions from salary grade level 30 up, under the DepEd schedule of salaries and /or Assistant Secretaries upward.
The bill provides the support compensation shall be continuously paid in full to the beneficiaries.
For the purpose of computing retirement pay and bonuses, the additional compensation shall be considered part of the basic salary.
A similar bill pending action in the Senate, SB 2408, provides an additional P9,000 increase in the monthly wages of public school teachers as well as non-teaching personnel, to be given in three equal tranches of P3,000 per year for the next three years.
It also provides an additional support in the form of a medical allowance of at least P1,000 to be given for check-ups and other medical expenses.
The Senate passed the measure on second reading before Congress adjourned last month.
Its authors are Sen. Alan Peter Caye-tano, chairman of the Senate Committee on Education; Senate President Manuel Villar Jr., Edgardo Angara, Loren Legarda, Francis Pangilinan, Ramon Revilla Jr., Miriam Defensor-Santiago, Antonio Trillanes IV and Juan Miguel Zubiri,.
The Senate version allows local government units through the school boards to provide additional allowance to teachers and non-teaching staff.
“The grant of this authority, however, should not in any way prejudice the required budgetary allocation to address the school building and classroom shortage," Cayetano said. - GMANews.TV
