House bill to expand financial aid to poor students

MANILA, Philippines – Marikina Rep. Marcelino Teodoro wants more financial aid for poor students, who will also get a chance to study even in private schools, according to a statement posted on Monday at the House of Representatives website (www.congress.gov.ph).

House Bill No. 4242, which Teodoro has filed, seeks to upgrade the Expanded Government Assistance to Students and Teachers in Private Education law (GASTPE).

"(Under the bill) poor students are no longer limited to public schools," Teodoro said. "Rather, they are encouraged and are given the chance to study in private schools by providing them with financial assistance through tuition fee supplements and an education service contracting scheme."

The bill seeks the expansion of the voucher system by getting the government to undertake an annual 10 percent increase in the amount of assistance provided under the Private Education Student Financial Assistance (PESFA) Program.

The assistance will cover tuition of up to P6,000 per semester, a book allowance of at least P1,000 a year, and even transportation allowance for high school and college students who live within a 3-kilometer radius from school.

The bill will also grant a stipend to help students cope with the increasing cost of education.

The tuition ceiling may serve as a basis of selecting or accrediting schools that would like to participate in the programs under the GASTPE. - GMANews.TV
