Rules facilitating telco interconnection up in Jan.


MANILA, Philippines - The National Telecommunications Commission (NTC) will issue next month the implementing rules and regulations of a year-old circular designed to curb anti-competition practices and promote transparency among telecommunication companies. NTC Deputy Commissioner Jorge V. Sarmiento said in an interview Tuesday that his agency has readied the rules for its memorandum circular on reference access offers, which mandates all public telephone entities to spell out the terms and conditions to be offered to other service providers for access to their networks, facilities, systems and customers. "The implementing rules are practically ready. Inabot lang kami ng holidays [we just got caught up in the holidays]." The NTC circular issued in October last year mandates all telcos to submit data on their fixed and mobile network and Internet access, pricing, as well as retail narrowband and broadband services, in a bid to prevent big telcos from blocking small firms from their facilities. - BusinessWorld
