Flash flood spreads to 23 barangays in Cagayan de Oro

MANILA, Philippines – A heavy rain that began Sunday morning caused a flash flood that spread to least 23 barangays in Cagayan de Oro and caused a power blackout, according to statement issued by the Philippine Nationa Red Cross (PNRC) chapter in that Mindanao city. Two teams composed of Red Cross 143 volunteers were deployed in the city for rescue and relief operations, according to chapter administrator Dr. Charina Labrador, who had informed PNRC Chairman Richard Gordon of the local situation.
