Puno orders PNP to impose ‘one-strike’ policy on war vs drugs


MANILA, Philippines — Interior Secretary Ronaldo Puno on Monday directed the Philippine National Police (PNP) to implement a "one-strike" policy as part of the government's war against illegal drugs. Speaking before the 18th Anniversary of the National Capital Region Police Office (NCPRO) in Camp Bagong Diwa, Bicutan, Taguig City, Puno - who is also the head of the National Police Commission (Napolcom) - ordered PNP chief Director General Jesus Verzosa to adopt the same "one-strike" scheme that the government implements in the fight against jueteng (numbers racket). "These DILG directives would go a long way in helping the PNP perform one of its main tasks laid out by President Arroyo for the speedy dismantling of the drug syndicates," Puno said. Saying the government is serious in cleaning up its image as the regional capital for illegal narcotics, Puno also called on the NCRPO to put the war against drugs as its top priority. "These initiatives should be the top concerns not only of the NCRPO but also of the entire national police force. I am confident that the NCRPO will lead the way in the PNP campaign to wipe out the scourge of narcotics trafficking and drug abuse in tandem with PDEA (Philippine Drug Enforcement Agency), DBB (Dangerous Drugs Board), LGU's (local government units), and civil society," said Puno. During his speech, Puno also expressed concern over the public's security conditions amid the massive lay-offs due to the global economic crisis. Due to the retrenchment, Puno said the PNP will be in need of about 700 recruits to prepare itself for the "possible increase in crime incidents brought by the impact of massive lay-offs." - GMANews.TV
