DOLE kinalampag sa ‘unified contract’ sa Saudi

MANILA – Nagpahayag ng pagkadismaya ang isang grupo ng Pinoy recruiters sa mabagal umanong pag-aksyon ng Department of Labor and Employment sa usapin ng “unified contract" scheme na nais ipatupad ng pamahalaan ng Saudi Arabia. Sa isang pahayag nitong Martes, nanawagan si Vic Fernandez, presidente ng Philippine Association of Service Exporters, Inc. (PASEI), sa DOLE na aksyunan ang mga inihain nilang rekomendasyon para mabawasan ang epekto sa kanila ng unified contract scheme. Sa ilalim ng programang nais ipatupad ng pamahalaan ng Saudi, kailangang dumaan o makipagtransaksyon muna ang mga local/Pinoy recruiters sa mga recruiters na miyembro naman ng Saudi National Recruitment Committee (Sanarcom). Iginiit ng PASEI na sa ilalim ng sistema, mistulang mapapasailalim umano ng Sanarcom ang mga Pinoy recruiters at magiging dahilan ng karagdagang dadaanan ng proseso at gastusin para sa kanila at mga aplikanteng overseas Filipino workers. Sa kasalukuyang sistema, ipinaliwanag ni Fernandez na direktang nakikipag-ugnayan ang mga Pinoy agencies sa Saudi employers na nangangailangan ng serbisyo ng mga OFW. “But under the unified contract scheme the agencies will have to pass through a Saudi recruitment agency that adds another layer to the process," pangamba ni Fernanderz. Idinagdag pa niya na sa ilalim ng unified contract scheme, ang pagberipika sa mga dokumento ng mga aplikanteng OFWs ay dadaan na sa Sanarcom at hindi na sa Philippine Overseas Labor Offices (POLO). “Bypassing POLO is highly objectionable since Sanarcom is not a government body, but an association of private recruitment companies the end result is that Sanarcom acts as a broker which is highly unacceptable to the Philippine agencies," pagdiin ni Fernandez. Ibinabala din ni Fernandez na lalong dadami ang kaso ng contract substitution kapag pumapel ang Sanarcom sa pagproseso ng pagpapadala ng OFWs sa Saudi. “Under the contract proposed by the Sanarcom, Filipino workers will not be given the opportunity to seek the help of the Philippine labor representative or the services of mediators in settling disputes with their employers," ayon sa pinuno ng Pasei. "The contract that Sanarcom will implement will lead to more cases of contract substitution, a practice of some employers in the Middle East by which contracts of OFWs are replaced with disadvantageous provisions that did not pass through the POLO and the POEA," pahayag pa niya. - Fidel Jimenez, GMANews.TV
