MANILA, Philippines - Another suspect in the Dacer-Corbito killings remains off the hook and is hiding in the US, according to an official of the National Bureau of Investigation (NBI).
Ricardo Diaz, head of the NBI’s Anti-Terrorism Division, said former police chief inspector Vicente Arnado of the defunct Presidential Anti-Organized Crime remains free, unlike three other former PAOCTF officials.
“Unlike Aquino, Mancao and Dumlao who are all jailed in the US, Arnado has yet to be arrested and still hiding in the US," Diaz said, adding that the Philippine Justice Department would soon move for Arnado’s arrest and extradition.
Diaz was referring to Michael Ray Aquino, Cezar Mancao II, and Glenn Dumlao, who were all under PAOCTF headed by then Philippine National Police chief and now senator Panfilo Lacson.
Aquino is detained in New Jersey, Mancao is jailed in Florida, while Dumlao is doing time in New York. Dacer and Corbito were killed in November 2000 by armed men believed to be subordinates of the three former PAOCTF officials.
Arnado’s 'involvement'
In his Feb. 14, 2009, Mancao said Dumlao and Arnado were his team leaders at PAOCTF’s Task Group Luzon.
Mancao said that sometime in October to November 2000, Arnado and another team leader identified only as “Reyes" told him that Aquino ordered them to conduct operations against former police official Reynaldo Berroya, Lacson’s long-time nemesis.
“I remember two instances when Arnado and Reyes were already in a position to abduct Berroya but could not get in touch with Aquino for the final ‘go’ signal and sought mine, and which I both declined," Mancao said in his affidavit.
Dumlao, in his June 12, 2001 affidavit said Arnado was also part of the team involved in the abduction of Dacer and Corbito.
“When we finally arrived on or about 1-2 p.m. at Dasmariñas, Cavite, I told my driver to park in the shaded area and just wait inside the vehicle and sleep while waiting for me. Chief Insp. Arnado immediately went ahead of his troops and after some time," he said.
Dumlao also said that when he was conducting a tactical interrogation on Dacer, he was not able to “elicitate anything," which he reported to Aquino.
“[Aquino] then instructed me go back to base but secure any documents and give it to him. With that, I told Chief Insp. Arnado about the instruction. And he answered, ‘Sige sir, ako na bahala dito [I will take care of this]." - Sophia Dedace, GMANews.TV
