SWS survey sa mga walang trabaho mahirap paniwalaan - solon


MANILA – Pinalagan ng pinuno ng House committee on labor nitong Miyerkules ang inilabas na survey ng Social Weather Stations tungkol sa pagdami ng mga Pinoy na walang trabaho sa Pilipinas na nasa edad 18 pataas. Ayon kay Valenzuela Rep. Magtanggol Gunigundo, tagapangulo ng komite, maituturing na “misleading" ang naturang survey dahil sa kakulangan ng sapat impormasyon sa mga taong tinanong ng SWS noong Pebrero. “It is a survey based more on perception. Secondly, those surveyed may not be aware of the definition of unemployment as per ILO (International Labor Organization) convention," paliwanag ng kongresista. Nakasaad sa survey ng SWS na isinama nila sa talaan ng bilang ng mga walang trabaho ang mga tinanong na hindi sakop ng “official definitions" ng walang trabaho batay sa paglalarawan ng ILO. Nakasaad sa survey ng SWS na lumobo sa 34.2 porsiyento ang bilang ng mga walang trabaho sa Pilipinas na nasa edad 18 pataas, ngunit aabot lamang talaga sa 25.9 porsiyento ang naturang listahan kung susundin ang paglalarawan ng ILO ng mga walang trabaho. “It is lower than when computed using the traditional definition because the correction for those looking for work but 'not truly available' is much larger than the correction for those 'actually available' though not looking for work at the moment," paliwanag ng SWS. "Formerly, the official definition of unemployment was not working and looking for work. However, from April 2005 onward, the new official definition has included the concept of availability for work; it subtracts those not available for work, even though looking for work, and adds those available for work but not seeking work for the following reasons: tired/believe no work is available, awaiting results of a job application, temporarily ill/disabled, bad weather, and waiting for rehire/job recall," idinagdag sa survey. Ayon kay Gunigundo, sa kabila ng nagaganap na global economic slowdown, hindi naman lumilitaw na dumadami ang nawawalan ng trabaho sa lahat ng bansa. “You are unemployed if you are employable and is actively seeking a job. Even if you are employable but is not actively seeking a job, you are not considered unemployed," paliwanag niya. Samantala, sinabi ni Anakpawis Rep. Joel Maglunsod na ang survey ng SWS ay malaking dagok sa Department of Labor and Employment (DOLE) at Malacanang na patunay na bigo umano ang gobyerno lutasin ang problema sa kawalan ng trabaho. “The figures speak for themselves. Pres. Arroyo and DOLE have failed miserably in providing job opportunities for the people despite bragging about their ‘pa-pogi’ job fairs. The sharp increase in unemployment also affirms the fact that the Philippine economy is suffering the effects of the recession in the United States because of the susceptibility of its foreign-dominated and pre-industrial character," pahayag ng militanteng kongresista. - GMANews.TV
