He's at it again: Ely Pamatong for president!

Self-proclaimed "international lawyer" Ely Pamatong is at it again. On Friday, the former presidential nuisance candidate threw his hat into the political ring once more, taking another shot at the presidency.

Dapat lahat bigyan ng pagkakataon na makatakbo man lang (Everyone should be given the chance to at least run). I just want to have a chance," Pamatong told reporters after he filed his certificate of candidacy (COC) for president at the Commission on Elections (Comelec) main office.

Pamatong, 66, asserted that he is better than anyone who has run for office before, making him wonder why the poll body had previously proclaimed him a nuisance candidate.

He ran for president in 2004 but was disqualified by the Comelec. In 2007, he also ran as Pampanga governor.

“I may not be a billionaire pero may utak ako (but I have brains). I scored 92 percent in the American Bar exams, graduate ako sa UP, Silliman University, undefeated debater ako sa UP, tapos tinawag akong nuisance (and you call me a nuisance)?" he said.

Pamatong said he intends to “change" the country which tends to elect only those who are already in power and have great wealth.

“Magpunta ka sa Lower House, there’s an overwhelming number of people from dynasty families. Hindi ka naman mananalo dito na senador o congressman dito kung wala ka milyon-milyon maski bright ka (You won’t win as a senator or congressman hereabouts if you don’t have millions even if you’re bright)," he said.

Pamatong said he just hopes that the Comelec will finally allow him to participate in the 2010 presidential race.

“I hope they have changed their minds since the commissioners are new," he said.

In 2008, he also lodged an impeachment complaint against President Gloria Macapagal Arroyo. - JHU, GMANews.TV
