Cabral is new Health department chief — Ermita

President Gloria Macapagal Arroyo has appointed Social welfare Secretary Esperanza Cabral as the new Health chief, Malacañang said on Sunday. In a text message to Palace reporters, Executive Secretary Eduardo Ermita announced that Cabral would replace Secretary Francisco Duque III, who will now sit as Civil Service Commission chairman. Ermita said Undersecretary Celia Yangco would replace Cabral as Department of Social Welfare and Development (DSWD) chief. Secretary Agnes Devanadera is now chief of the Department of Justice, Ermita said, adding that her temporary appointment as DOJ chief has already ended. In June last year, President Arroyo appointed Devanadera as temporary replacement of DOJ Secretary Raul Gonzalez, who was named chief presidential legal counsel.
