Roxas binira ni Legarda sa cheaper medicines law


ILOILO CITY – Inakusahan ni Nacionalista Party vice presidential bet Sen Loren Legarda nitong Huwebes ang kanyang mahigpit na katunggali sa halalan na si Sen Mar Roxas ng “intellectual dishonesty" kaugnay sa ipinasang cheaper medicines law. Sa ginawang mini-rally ng NP sa Barutac Nuevo Gym sa nabanggit na bayan, sinabi ni Legarda na ang tunay na nagsulong ng batas na nagpababa sa presyo ng gamot ay sina Iloilo Rep. Ferjenel Biron, pinuno ng House committee on Health; at dating Iloilo Rep. Rolex Suplico, na bise gobernador na ngayon. "That is intellectual dishonesty," patungkol ni Legarda sa pag-angkin umano ni Roxas sa kredito sa pinagtibay na batas tulad ng nakasaad sa campaign ads ng huli. Paliwanag ni Biron, pangunahing awtor ng House version ng panukala, si Suplico ang orihinal na may-akda ng cheaper medicine law noong kasapi pa ito ng 13th Congress. "I think we have to settle the remarks straight. We pushed this and the heart and soul of this cheaper medicines law is the price regulation commission na inayawan ni Senator Mar Roxas," ayon kay Biron. "In fact during the 13th Congress, in a forum na dinidiscuss ito, he’s really against the price regulation. When we filed it again in the 14th Congress inayawan ni Sen. Mar to the last day of the discussion in the bicameral conference committee," idinagdag niya. Hindi umano nararapat na angkinin ni Roxas ang kredito na siya ang dahilan kaya naipasa ang batas at naibaba ang halaga ng ilang uri ng gamot. "So it is so ironical that now he is claiming that he is the one responsible for bringing down price of medicines when in fact sya ang pumatay nito na batas na ito because what he was pursuing was amendment to the intellectual property code not the price regulation," paliwanag ni Biron. Kung tutuusin, sinabi nina Suplico at Biron na pinahina ni Roxas ang batas nang magtagumpay ito na alisin ang probisyon na nagtatakda ng pricing mechanisms na isinulong ng mga kongresista. “It’s a weak law. In fact, when it was passed we made a statement that this law is a weak law, that it will not benefit the majority of the Filipinos. But at least we have something because everyone is aspiring in the last 50 years to reduce price of medicines. So hinarangan, you know, ngayon ang humarang he’s the one laying claim as the author of the law. Dahil kay Mar Roxas naging bakla ang batas," paliwanag naman ni Suplico. Desperate time Pinabulaanan naman ni Roxas ang mga akusasyon at iginiit na desperado lamang umano ang kanyang mga kalaban. “Cheaper medicine has been something I’ve fought for over ten years," pahayag ni Roxas sa ipinadalang text message sa GMANews.TV. “The pharmaceutical companies have filed cases and have thrown black propaganda against me because of this," idinagdag ni Roxas, kandidato ng Liberal Party. Ipinaliwanag din niya na naghain siya ng panukalang batas noong kongresista pa lamang para i-exempt ang mga gamot at raw materials sa singil sa buwis. Nang maging kalihim ng department of trade sa termino ni dating pangulong Joseph Estrada, sinabi ni Roxas isinulong naman niya ang parallel importation ng mga gamot. Isinulong naman ni Roxas ang pandaigdigang kasunduan na hindi na isama sa intellectual property restriction ang mga gamot nang maging kalihim sa administrasyon ni Pangulong Gloria Macapagal-Arroyo. “When I became a senator in 2004, I began the leg work on this and it finally passed onto law in June 2008," aniya. “Since then I have consistently fought for its strict implementation, even fighting President Arroyo for giving consideration to pharmaceutical companies and allowing them to do voluntary reduction vs. mandatory." - GMANews.TV
