Gordon hails new law that makes it easier to secure land titles

Presidential aspirant Richard Gordon on Thursday hailed the passage of a bill that would allow residents to acquire titles for residential properties they have possessed for more than 10 years. Gordon, who authored the Free Patent Act, said he was "elated" that Malacañang "finally" signed the measure that has been ratified by both chambers of Congress since last December. "That's very important because with that now [the people] can now have [residential] land titles even without a need of a lawyer. It would be no expense," he said. "I hope they can implement it right away," he added. Republic Act No. 10023 or An Act Authorizing the Issuance of Free Patents to Residential Lands was signed by Presidential Gloria Macapagal-Arroyo on March 9, but was only announced last Thursday. The law aims to minimize the requirements for land acquisition, which includes the shortening of period of eligibility for titling from 30 to 10 years. However, it does not cover alienable lands needed for public use. Applicants can file their application before the Department of Environment and Natural Resources (DENR). With its enactment, the law would help spur economic activity because land owners can now put up businesses by securing bank loans using their land titles as collateral, Gordon said. - RJAB Jr., GMANews.TV
