US warns of election violence in new travel advisory on RP


Warning about possible violence before and after the May 10 elections and the June 30 proclamation of a new Philippine president, the United States advised its citizens Monday of possible risks if they travel to Mindanao and Sulu at this time. In a travel advisory posted on its website, the US State Department urged extreme caution and raised concerns about possible election-related violence. “Sporadic violence throughout the Philippines is also possible before and after the May 10 national and local elections and the June 30 inaugurations," it said in its travel warning. The State Department raised concerns about continuing threats due to insurgent activities, saying regional terrorist groups have carried out bombings resulting in injuries and death. “Since August 2008, sporadic clashes have occurred between lawless groups and the Philippine Armed Forces in the Mindanao provinces of North Cotabato, Lanao del Sur and Lanao del Norte, as well as the Sulu Archipelago," it said. The advisory added that kidnap-for-ransom gangs are active throughout the Philippines and have targeted foreigners. “(US) Government employees must seek special permission for travel to Mindanao or the Sulu Archipelago. Travelers to these areas should remain vigilant and avoid congregating in public areas. Some foreigners who reside in or visit Mindanao and the Sulu Archipelago hire their own security," it said. It also noted that a state of emergency remains in effect over Maguindanao, Sultan Kudarat and Cotabato City as a result of the election-related massacre in Maguindanao on November 23 last year. “Travelers should be aware of heightened police activity and significant military presence in these areas. They should carefully research restrictions imposed upon travel and follow the instructions of government officials with regard to limitations on movement," it said. The warning urged US citizens traveling, living, and working throughout the Philippines to exercise heightened caution in public places where events related to the May 2010 elections and June inauguration may be held. “In past election years, deaths have occurred because of election-related violence, even in the period of time following election dates and inauguration ceremonies. U.S. citizens should exercise caution when traveling in the vicinity of demonstrations since they can turn confrontational and possibly escalate to violence," it said. US citizens in the Philippines are encouraged to register with the Consular Section of the U.S. Embassy in Manila through the State Department's travel registration website, the warning stated. - JA/YA, GMANews.TV
