(Updated) Bong Revilla maintains lead in Comelec official tally


(Updated 10:27 PM)Reelectionist senator Ramon “Bong" Revilla Jr. on Friday maintained his lead in the senatorial race, the latest official national canvass report from the Commission on Elections (Comelec) showed. Based on the National Board of Canvassers (NBOC) tally as of 7 p.m. Friday, which included 92 of the 274 certificates of canvass (COCs), Revilla was in first place with 17,323,659 votes. Senator Jinggoy Estrada of the Pwersa ng Masang Pilipino (PMP) likewise remained at second place with16,875,036 votes, the national canvass report showed. Other senatorial aspirants who made it to the Top 12 based on latest Comelec data were:
  • Defensor-Santiago, Miriam (PRP) — 15,284,258 votes
  • Drilon, Franklin (LP) — 14,122,930 votes
  • Enrile, Juan Ponce (PMP) — 14,012,110 votes
  • Cayetano, Pilar Juliana (NP) — 12,184,119 votes
  • Marcos, Ferdinand Jr. (NP) — 11,737,720 votes
  • Recto, Ralph (LP) — 11,157,027 votes
  • Sotto, Vicente III (NPC) — 10,619,617 votes
  • Osmena, Sergio III (Independent) — 10,525,755 votes
  • Lapid, Manuel (Lakas-Kampi) — 9,836,713 votes
  • Guingona, Teofisto III (LP) — 9,256,418 votes
The Top 12 senatorial ranking in the Comelec official canvass of votes is consistent with GMA News’ partial, unofficial count as of 10:58 a.m. Friday, which accounts for 89.98 percent of election returns. (See: National Election Results Tally) As in GMA News’ unofficial count, Akbayan Rep. Ana Theresia “Risa" Hontiveros-Baraquel ranked 13th in Comelec's official tally with 8,164,676 votes, while Muntinlupa Rep. Rozzano Biazon (7,764,999 votes) and Jose de Venecia III (7,493,488 votes) ranked 14th and 15th, respectively. Party-list race On the other hand, the Ako Bicol Political Party continues to lead in the party-list election results with 1,393,050 votes. In second place is the Coalition of Associations of Senior Citizens in the Philippines, Inc. with 1,159,810 votes. Other party-list groups with the 10 highest votes according to Comelec's latest official tally were:
  • Buhay Hayaan Yumabong (Buhay) — 1,136,935
  • Akbayan! Citizen's Action Party — 946,328
  • Gabriela Women's Party — 910,602
  • Cooperative NATCCO Network Party — 878,768
  • Abono — 739,463
  • An Waray — 701,443
  • 1ST Consumers Alliance for Rural Energy — 689,528
  • Bayan Muna — 670,334
According to the Party-list System Act (Republic Act 7941), “the parties, organizations, and coalitions shall be ranked from the highest to the lowest based on the number of votes they garnered during the elections. The parties, organizations, and coalitions receiving at least two percent (2%) of the total votes cast for the party-list system shall be entitled to one seat each: Provided, That those garnering more than two percent (2%) of the votes shall be entitled to additional seats in proportion to their total number of votes: Provided, finally, That each party, organization, or coalition shall be entitled to not more than three (3) seats." Article VI of the Philippine Constitution likewise says that "the party-list representatives shall constitute twenty per centum of the total number of representatives including those under the party list." The Comelec had earlier included 187 party-list organizations on the ballot but it later on released a list of groups whose petitions for accreditation have been denied or whose motions for reconsideration are pending with the poll body or the Supreme Court. Earlier in the day, Comelec spokesman James Jimenez said that the poll body — sitting as the NBOC — will not proclaim the winners in the senatorial and party-list races until they have received and canvassed all the 274 COCs.
