It's definite: New president, VP proclaimed on Wednesday


It's definite: The Philippines’ next president and vice president will be proclaimed on Wednesday. This was announced by Senate Majority Leader Juan Miguel Zubiri after emerging from a caucus with officials of the Commission on Elections (Comelec) Monday afternoon. "We already agreed that we are going to meet 2 p.m. Wednesday for the proclamation of president and vice president," Zubiri told reporters in an interview. Senator Benigno "Noynoy" Aquino III and Makati Mayor Jejomar Binay continued to lead the presidential and vice presidential race, respectively, as of Monday night, with Binay expanding his lead on the last minute against rival Sen. Manuel "Mar" Roxas II. Binay widened his lead over Roxas after Congress, sitting as the National Board of Canvassers (NBOC), decided to canvass the votes from Davao City, where Binay got 278,491 votes compared to Roxas' 232,464. The Davao City votes gave Binay a 611,955-vote lead over Roxas — 14,501,371 to 13,889,416. The panel earlier deferred the canvassing of certificates of canvass (COC) from Davao City due to lack of statement of votes, but a consensus was reached among panel members later on to proceed with the canvassing. The only votes that have yet to be canvassed are from Lanao del Sur province, where only 356,600 votes were cast in last Thursday's special elections. The figure was not enough for Roxas to overtake Binay. The tally for president is as follows:

The votes from Lanao del Sur will remain pending until the Comelec submits the certificate of canvass (COC). Zubiri said the poll body promised to give the COCs on Tuesday so the panel could tackle it. "We are going to come back tomorrow [Tuesday] for Lanao del Sur at 1 p.m. just to tackle the issue then we are going to prepare the committee report," he said. For the presidential race, Aquino remained on top with 15,072,053 votes compared to former President Joseph Estrada's 9,471,029. Enrile said the committee report would be presented to the Congress in a joint public session on Wednesday and would be sponsored by the respective majority leaders of both the Senate and the House of Representatives. The Congress will then decide on the fate of the report through viva voce voting where the lawmakers in favor will shout aye while those opposing it will shout nay. Enrile said those who would like to explain their votes can do so by writing it and it would be inserted into the report. House Speaker Prospero Nograles had asked the House secretary general to sent out invitations to the congressmen to attend the proclamation on Wednesday. - RJAB Jr/KBK, GMANews.TV
