Teachers partylist gives PNoy fail mark for 'copying from seatmate'

A teachers' partylist representative in Congress on Tuesday gave President Benigno Aquino III a failing mark on his first 100 days, for “copying the most prominent programs" of his predecessor Gloria Macapagal-Arroyo. ACT Teachers Rep. Antonio Tinio, a former university professor, saw no innovation, new or out-of-the-box solutions in the programs being implemented by the Aquino administration to address poverty. "Bagsak siya for copying from seatmate. Kinokopya niya yung tampok na programa nung nakaraang presidente," Tinio said in a press conference on Tuesday. (He gets a failing mark for copying from his seatmate. He is copying the prominent programs of the previous president.) The legislator said the conditional cash transfer was a program of former President Arroyo, while the concept of private-public partnerships (PPP) was similar to the build-operate-transfer (BOT) programs implemented by Aquino's mother, former President Corazon Aquino. "Ang innovation lang sa PPP ay it will extend to social services hindi lang sa infrastructure," Tinio said. (The only innovation in the PPP is that it will extend to social services and not just infrastructure.) Extrajudicial killings — which has become a trademark of the Arroyo administration in the eyes of human rights advocates — are also continuing as 19 more people have been reported as victims of political killings in the first 100 days of the new administration, Tinio added. ‘Best in Creative Writing’ For his part, Bayan Muna Rep. Teodoro Casiño said there were only two instances where he noticed change in govenment policy: the prohibition of the non-emergency use of wang-wang (vehicular sirens), and the eating of hotdogs in New York. "Walang essential na ipinag-iba sa nakaraang administrasyon," Casiño said. (There’s no essential difference with the previous administration.) Aquino also failed on his promise to prosecute the Arroyo administration for its wrongdoings against the Filipino people, the BM lawmaker added. "Yung unang pangako na papanagutin ang nakaraang administrasyon, wala. We have yet to see any effort. Wala pang nasasampahan ng kaso. Yung Ombudsman nandyan pa rin.Still more of the same thing," Casino said. (His first promise to hold the previous administration accountable is zilch. We have yet to see any effort. No one has been charged in court yet. The Ombudsman is still there. Still more of the same thing.) On the other hand, Gabriela women’s partylist Rep. Emmi de Jesus said she would give Aquino an award: for being Best in Creative Writing. "Nilalagyan ng euphemism yung mga programa. Kung ano-anong katawagan ang ginagamit kaya bagsak pa rin siya," she said. (Old programs are just given new euphemisms. So many new names are used. So he still gets a failing grade.)—Amita O.
