Top officials fly to North Luzon to assess 'Juan' damage


Disaster management officials left for Northern Luzon early Wednesday to assess the damage caused by super typhoon "Juan" (international name: Megi). Radio dzBBs Sam Nielsen reported that officials of the National Disaster Risk Reduction and Management Council (NDRRMC) would conduct an aerial inspection of the affected areas and a general assessment of residents' needs. The officials include Secretaries Voltaire Gazmin (Defense) and Corazon Soliman (Social Welfare), NDRRMC executive director Benito Ramos, and representatives of the departments of Agriculture, Health, and Education. According to the DZBB report, the officials would inspect these regions:

  • Ilocos;
  • Cordillera, and
  • Cagayan Valley. Ramos said President Benigno Simeon Aquino III may visit Isabela province in the coming days to get a firsthand look at the damage caused there by "Juan." “Sa palagay ko siguro in a few days ang pangulo ay mapunta riyan para makita ang sitwasyon (I think in a few days the president will go there to take a firsthand look at the situation)," Ramos said in an interview on dwIZ radio, hours before leaving for the inspection flight. Death toll In its 6 a.m. update, the National Disaster Risk Reduction and Management Council (NDRRMC) said the number of fatalities rose to 11. They were identified as:

  • Lemuel Dupitas, 12, Gerona, Tarlac (electrocuted)
  • Allan de Guzman, 46 (drowned in Iba, Zambales)
  • Roslie Badival, 19, La Trinidad, Benguet
  • Freddie de Guzman, 33, Mangatarem, Pangasinan (struck by lightning)
  • Ana Vidal, 29, San Fabian, Pangasinan (hit by fallen tree)
  • AJ Vidal, 4, San Fabian, Pangasinan
  • OJ Vidal, 2, San Fabian, Pangasinan
  • Vicente Decena, 53, Cagayan (drowned)
  • Aileen Reseicio, 20, Rizal, Kalinga (pinned by fallen tree)
  • Andres Realina, 36, Baguio City Meanwhile, the NDRRMC said 16 were injured. They were identified as:

  • Guilbert Payao, 40, Kibungan, Benguet Juan affected least 39,347 families (or 215,037 people) in 22 provinces in Ilocos, Cagayan Valley, Central and Southern Luzon, Metro Manila, and Cordillera. At least 1,315 people and 25 vessels remain stranded in the ports of San Jose (Mindoro Occidental), Sta. Ana (Cagayan), and North Harbor (Manila). Some 518 houses were completely destroyed while 4,392 others were partially-damaged. Damage to agriculture and infrastructure Damage to infrastructure and agriculture, fisheries and schools in Cagayan Valley and Cordillera was initially placed at P1.379 billion. This included P1.375 billion in fisheries, with P1.274 billion in Cagayan Valley alone.

    In Tumauini, Roxas and Palanan in Isabela, strong winds blew away the roofs of National Food Authority warehouses and Kadiwa Centers. In Cordillera, the duplex warehouse roofing in Kalinga province was also blown away by strong winds. Power restoration Power was fully restored in Ilocos Norte and La Union, and in Ifugao and Abra as of 4 p.m. Tuesday. In Baguio City and Benguet, power restoration was estimated between 60 to 70 percent. However, in hard-hit provinces like Mt. Province, Apayao and Kalinga, power has not yet been restored. More roads closed The roads closed in Northern Luzon included:
  • Claveria-Clanasan Road Mabahong Section and Rabaw Section due to slide;
  • Acop-Kapangan-Kibungan-Bakun Road at Suyok Bridge in Benguet, due to closure of temporary Bailey Bridge due to damaged mid-support
  • Sections of Kennon Road due to falling rocks, slides, and trees and electric posts
  • Benguet-Nueva Vizcaya Road due to slides
  • Benguet-Nueva Vizcaya Road Minac Section
  • Itogon-Dalupirirp Road, Oncalew, Itogon, Benguet
  • Balbalan Pinukpuk Road in Kalinga
  • Mt. Province Boundary-Calanan Road, Bannagao Section
  • Mt. Province-Ilocos Sur Road via Tue, Cabunagan-Tue section
  • Banawe-Mayoyao-Aguinaldo-Isabela Boundary Road, Mayoyao Aguinaldo Section
  • Banawe-Mayoyao-Aguinaldo-Isabela Boundary Road, Banawe-Mayoyao Section
  • Nueva Vizcaya-Ifugao-Mt. Province Road
