1 dead, 1,700 families evacuated as floods hit Cagayan, Isabela


UPDATED 1:30 p.m. – A 77-year-old widow was killed while more than 1,700 families were evacuated as several areas in Cagayan and Isabela provinces were hit by massive flooding due to days of heavy rains in Northern Luzon. Reports from Bombo Radyo Cagayan said some 1,700 affected families (or 9,000 persons) have been transferred to different evacuation centers in Cagayan. Meanwhile, the Department of Education (DepEd) on Thursday suspended classes from preschool to high school in Cagayan province, following devastating floods there. However, the DepEd did not say if classes were also suspended in Isabela and Aurora, which were also hit by floods caused by at least three days of rains. "Classes (in Cagayan) are suspended from pre-school to high school today, November 4," the DepEd said in its Twitter account. According to the 9:30 p.m. Wednesday report of the National Disaster Risk Reduction and Management Council (posted on Thursday), the following roads and bridges are also impassable due to the floods:
  • Baybayog Provincial Road in San Jose, Baggao town;
  • Abusag Bridge in Baggao;
  • Pinacanaunan Overflow Bridge in Tuguegarao City;
  • Itawes Bridge in Tuao town;
  • Tawi Bridge in Peñablanca town;
  • Cabasan Bridge in Peñablanca, Cagayan
  • Bagunot Bridge in Baggao, Cagayan
  • Mauanan Bridge in Rizal, Cagayan
  • Maguilling Bridge in Piat, Cagayan
  • Sta. Maria Overflow Bridge in Cabagan, Isabela, and
  • Alicaocao Bridge in Cauayan City, Isabela. According to Cagayan police chief, Senior Superintendent Mao Aplasca, a 77-year-old widow, Corazon Allam, of Capatan village in Tuguegarao City was found floating in a creek. Residents suspect the victim may have lost her footing while walking near the creek which was already swelling with floodwaters, the police said.

    Magat Dam overflows According to the NDRRMC, the gates of Magat Dam were opened as the water level reached 193.01 meters, exceeding the spilling level of 193 meters, as of 8:00 p.m. on Wednesday. The Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) reported as of 6 a.m. on Thursday, the water level at Magat Dam reached 193.17 meters. Engineer Saturnino Tenedor, Magat dam instrumentation division chief, said they have been releasing at least 1,083 cubic meter per second spill water in three floodgates. Meanwhile, an alarm was also raised after the Buntun Bridge Gauging Station recorded water levels at 9.41 meters, above the alarm level of 9 meters. The Magat Dam is located along Magat River at the boundary of two municipalities: Alfonso Lista in Ifugao and Ramon in Isabela province. The Magat River is the largest tributary (a stream that flows into a river) of the Cagayan River, which in turn is the country's longest river, traversing the provinces of Quirino, Nueva Vizcaya, Isabela and Cagayan before it empties into the sea.

    The Cagayan River is the longest and largest river in the Philippines. It is located in the Cagayan Valley region and traverses four provinces: Nueva Vizcaya, Quirino, Isabela and Cagayan. Meanwhile a "gauging station" (such as the Buntun Bridge Gauging Station) is a location used by hydrologists or environmental scientists to monitor bodies of water. Families rescued In San Miguel, Boggao, residents and the volunteer group Rescue 29 saved six persons who were found clinging to a tree as floodwaters hit their town. Meanwhile, according to an NDRRMC report, those who were "preemptively evacuated" included 117 families (or 548 people) from Baggao, Lasam, Camalaniugan and Peñablanca towns, and Tuguegarao City. Brownouts hamper rescue work According to Radio dwIZ, rescue workers have had difficulty locating stranded families several areas in Baggao town which have had no electricity since super typhoon “Juan" (international name: Megi) devastated Northern Luzon in October. Some areas of Tuao town were also isolated due to the rising water level at the nearby river. 53 barangays flooded in Isabela Meanwhile, 53 villages in Ilagan, the capital town of Isabela, were flooded as continuous rains hit the province and neighboring Cagayan province. Antonio Montereal, Ilagan information officer, said the 53 low-lying barangays were in the San Antonio region which includes Cabiserias and the flood-prone villages of Fugu, Aggasian, Alinguigan 1st, Alinguigan 2nd, Camunatan, among others. Rubber boats have been deployed in Alinguigan and Camunatan villages to save isolated families. Ready-to-eat food and other goods were also distributed to families in flood-affected areas, Montereal said.
