CBCP: Aquino to address Manila summit for inmates in December


President Benigno Simeon Aquino III will address a Manila summit on justice for inmates this December, the Catholic Bishops' Conference of the Philippines (CBCP) said. The CBCP said Aquino will also receive a declaration that contains the “reform agenda" crafted by participants at the National Summit for Persons Deprived of Liberty. “The summit is designed to come out with a reform agenda of the criminal justice system," CBCP Commission on Prison Pastoral Care executive secretary Rodolfo Diamante said in an article posted on Tuesday on the CBCP news site. He said the event is scheduled at the Manila Diamond Hotel on December 16 and will address key concerns in administering justice to persons behind bars. The summit's theme is “Collaborative Partnership Towards Enhancing the Dignity of Persons Deprived of Liberty." Listed below are some of the speakers and the topics they will cover during the summit:

  • Commission on Human Rights (CHR) Chairwoman Loretta Ann Rosales;
  • Interior Secretary Jesse Robredo (importance of Collaborative Partnership in Enhancing the Dignity of Persons Deprived of Liberty);
  • Justice Secretary Leila de Lima (justice that moves beyond punishment)
  • CHR Commissioner Jose Manuel Mamauag (current situation the inmates);
  • lawyer Jose Manuel Diokno, chairman of the Free Legal Assistance Group and Dean of the College of Law of the De La Salle University (human rights of persons deprived of liberty);
  • Former Chief Justice Reynato Puno (transformation of the justice system);
  • Supreme Court administrator Jose Midas Marquez (Supreme Court’s justice reform agenda), and
  • Budget Secretary Florencio Abad (utilization of government resources in dealing with offenders). The organizers include the:
  • Supreme Court, Commission on Human Rights,;
  • Bureau of Corrections;
  • Philippine National Police;
  • Public Attorney’s Office;
  • Parole and Probation Administration;
