2-child policy, binaklas sa RH bill

MANILA – Sa layuning mabawasan ang debate at mapadali ang pagpasa, ilang probisyon ang inalis o binago sa kontrobersiyal na Reproductive Health Bill. Kabilang na dito ang probisyon na nagsusulong na dalawa lamang dapat ang maging anak sa isang pamilya. Ayon kay House Minority Leader Rep. Edcel Lagman (Albay), nagsusulong ng House Bill (HB) No. 4244 o Responsible Parenthood, Reproductive Health and Population and Development Act of 2011, ang mga pagbabago sa panukala ay produkto ng isinagawang konsultasyon sa mga pangunahing may-akda sa panukala. Kabilang sa napagkasunduang alisin ay ang buong Section 20 ng HB 4244, kung saan nakasaad na dalawang anak lamang ang “ideal size" para sa isang pamilya. “(It) should be deleted in its entirety considering that the norm on ideal family size is neither mandatory nor punitive. Its total deletion will preclude further misinformation and misrepresentation as to the import of the provision. Moreover, its deletion will also underscore freedom of informed choice," nakasaad sa sulat na ipinadala ni Lagman kay Biliran Rep. Rogelio Espina, chairman ng House committee on population and family relations. Kasabay nito, ginawa na lamang boluntaryo sa halip na “mandatory" ang pagtuturo ng "sex education" na tinawag sa Sec 16 ng panukala na “Age-appropriate Reproductive Health and Sexuality Education." “The Department of Education, Commission on Higher Education, TESDA, Department of Social Welfare and Development, Department of Health, shall formulate the Reproductive Health and Sexuality Education curriculum. Such curriculum shall be common to both public and private schools, out of school youth, and enrollees in the Alternative Learning System (ALS) based on, but not limited to, the psychosocial and physical well-being, demography and reproductive health, and the legal aspects of reproductive health," paliwanag ni Lagman. Nakasaad din sa sulat ng kongresista kay Espina na: “Parents shall exercise the option of not allowing their minor children to attend classes pertaining to Reproductive Health and Sexuality Education." Inamyendahan din ang Sec 15 ng “Mobile Health Care Service" na nagsasaad na ang mga sasakyan (van) at mga kagamitan sa programa na ilalagay sa bawat distrito ay dapat manggaling sa national government sa halip na kunin sa Priority Development Assistance Fund (PDAF) ng mga kongresista. “The reason for this amendment is to liberate the PDAF without prejudice to Members of the House who may still wish to use a portion of their PDAF for the purchase and operation of the MHCS," ayon kay Lagman. Inaasahang maisasalang sa plenaryo ang kontrobersiyal na panukala na sinasalungat ng Simbahang Katoliko sa pagbabalik ng sesyon ng Kongreso sa Mayo 9. - GMA News
