Govt agencies now required to disclose employee list to DBM


The Aquino administration has issued Executive Order 31 requiring all government agencies to submit a complete list of their employees to the Department of Budget and Management. This move will tighten disbursement of funds to government agencies and "keep spending under control," Budget Secretary Florencio Abad said Friday. Abad said the government would build a database of government workers to determine their services requirements, authorized compensations, and pension obligations. “The Aquino administration is taking concrete steps to address the recently-revealed abuses in the use of personnel funds in the military… and the exorbitant pay received by officials of government firms," he pointed out. At present, the database of the Budget Department — called Government Manpower Information System — does not cover the military personnel of the Department of National Defense, uniformed personnel of the Department of Interior and Local Government, and personnel of government-owned and -controlled corporations and government financial institutions. “In the past, we have had difficulty in securing the manpower rosters of certain agencies. The President’s directive means that this time around, all agencies should comply with standards of accountability and good governance when it comes to personnel spending," Abad said. The order directs all department and agency heads to immediately submit to Budget Department the complete information on their personnel, whether regular, casual, or contractual. — JE, GMA News
