At least nine people were reported killed while at least one was missing in the wake of tropical storm "Bebeng" (Aere). The National Disaster Risk Reduction and Management Council (NDRRMC) said most of the fatalities were from Bicol, which was battered by heavy rains due to "Bebeng." In its 6 p.m. report, the NDRRMC identified the nine as:
Ricsan Sayamora, 9, of Bato, Catanduanes (drowning); Plaribel Ruelan, 19; Princess Ruelan, 8 months old; and Marco Sanchez, 7, died due to landslides in Sitio Ikog, Balatan, Camarines Sur; Aristeo Sabido, 31, of Brgy. Tanawan, Lupi, Camarines Sur died after losing control of a pickup truck along Rolando Highway, Lupi Camarines Sur; Arnulfo Pesito, 23, of Libon, Albay (electrocuted); Lourdes Lantero, 58, retrieved at the spillway of Purok 5, Cagsawa, Daraga, Albay (drowning); Jerry Mijares, 38, of Brgy. Bonifacio, Lope de Vega; and Luis Dingcol, 47, of Brgy. Canlanpay, Carigara, Leyte (drowning). Reported missing was Adrian Clark, 16 of Libon, Albay. At least 16,408 families or 83,561 people from 94 villages in Bicol and Eastern Visayas had been affected. Of these, 5,488 families or 28,348 people were brought to evacuation centers. The NDRRMC said floods affected 10 villages in Libon (Albay) while a landslide occurred at Somol-ot village in Casiguran, Sorsogon affecting one family. In Eastern Visayas, floods hit Lope de Vega, Catarman, Mondragon and Rawis in Northern Samar, while landslides and erosion occurred along Lapinig to Arteche Road in Northern Samar. Some towns in Northern Samar have no electric power.
4,705 stranded At least 4,705 people, 95 trucks, 75 cars, 47 buses, 15 vessels and 17 motor bancas were stranded in Southern Luzon, Bicol, and Eastern Visayas. In Camarines Sur, a portion of Baao–Iriga City-Nabua Road was reported flooded but passable. In EasterN Visayas, the National Highway along Brgys. Diaz, Casab-ahan and Concepcion, Gandara Samar are impassable. The Calbayog-to-Catarman Road was impassable due to flooding at Brgy. Cabacungan, Cagbayang, Tarabucan and Capacuhan all in Oquendo District, Calbayog City and Brgys. Geratigan and Getigo of Lopez de Vega town. A bridge approach in San Roque was partly damaged. Roads in Barangays Canligues and Concepcion in Paranas and Barangays Parina and Macabetas in Jiabong are not passable due to flooding. Southroad from Calbayog to Catarman, meanwhile, is also impassable. Teams, relief items prepositioned As this developed, the Philippine National Police placed its Maritime Group in Ilocos, Cagayan Valley, Central Luzon and Bicol on alert, ordering them to make their watercraft available for possible dispatch in search-and-rescue operations. The PNP's Highway Patrol Group and Public Works Department in Bicol conducted clearing operations at Maharlika Highway in Polangui, Albay. Similarly, the Coast Guard placed all its districts and stations in Central and Eastern Visayas, Southern Luzon and Bicol on alert.
