PAGASA: 8 North Luzon areas under Signal No. 2


UPDATED 10:15 a.m. - At least eight areas in Northern Luzon were placed under Storm Signal No. 2 on Monday as Tropical Storm Bebeng (international name: Aere) continued to move toward the area. According to the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA), the areas under Signal No. 2 are:

  • Batanes According to the 5 a.m. update of the National Disaster Risk Reduction and Management Council (NDRRMC), Bebeng has affected 21,274 families (or 111,368 people).
    Bebeng causes blackouts in Bicol, Metro Manila
    Tropical storm Bebeng (international name Aere) has caused a province-wide blackout in Camarines Sur as well as power outages in Metro Manila. The National Disaster Risk Reduction and Management Council (NDRRMC) said Camarines Sur experienced a total blackout, while Marinduque experienced a "province-wide power interruption." On the other hand, Albay and Catanduanes have an "on-and-off" or intermittent power supply, the NDRRMC said. While Bebeng did not directly hit Metro Manila, the storm caused power interruptions in several areas there since Sunday night. Manila Electric Co.'s Tess Adriano said they had sent repair crews to affected areas, which includes Manila and Quezon, Navotas and Caloocan Cities. "Dahil sa Tropical Storm 'Bebeng' may naidulot ang problema sa ating linya. May ibang naputulan ng linya, isa-isa nating tsine-check," she said in an interview on dzBB radio. Adriano said power interruptions were reported as early as 6:00 p.m. Sunday until early Monday. Most of the power interruptions happened at around 11:00 p.m. on Sunday, affecting areas in Manila's Tondo district.     Of the affected people, 2,258 families (or 11,123 individuals) were brought to evacuation centers. Those affected were from Albay, Camarines Sur, Masbate, Camarines Norte, Leyte, Northern Samar, and Muntinlupa City in Metro Manila. The death toll remained at nine as of Monday morning. A total of 9,327 people, 250 trucks, 107 cars, 92 buses, 26 vessels and 27 motor bancas were stranded in Quezon, Romblon, Camarines Sur, Albay, Sorsogon, Masbate, Catanduanes, Iloilo, and Northern and Western Samar. Talin Talin Section, minor slides, hardly passable 3. Daang Maharlika Rd. K0 487+100 Balangibang Section flooded, hardly passable to small vehicles 4. Libon-Bacolod-San Vicente-Buga Rd San Isidro Section underwater but passable. SORSOGON 1. Brgy. Guintajon, Bulan, Sorsogon not passable to light vehicles due to flooding 2. Brgys. Managanag, Obrero, San Vicente, Sta. Remedios, Aquino and San Isidro, Bulan, Sorsogon not passable to all types of vehicles due to flooding 3. National Road at Buraburan, Juban, Sorsogon not passable to all types of vehicles due to flooding 4. Provincial Road at Brgys. Incarisan and Sta Elena, Magallanes, Sorsogon not passable to all types of vehicles due to flooding 5. Provincial Road at Brgys. San Isidro and San Antonio, Sta Magdalena, Sorsogon CAMARINES SUR 1. Samar not passable due to flooding Roads in Caloocan, Makati, Marikina, Muntinlupa, Paranaque, Pasay, Pasig, Quezon City, and Taguig Cities were reported flooded Sunday due to heavy rainfall but floodwaters started subsiding late Sunday evening.
    Movement of Bebeng Science Secretary Mario Montejo said "Bebeng" was expected to make landfall in Aurora early Monday before heading to the Ilocos region. "Ngayon (mag)-landfall sa Aurora at Quezon papuntang Ilocos. Ang lakas na hangin dahil sa hinigop na monsoon rains kaya malakas ang monsoon rains sa Metro Manila," Montejo said in an interview on dzXL radio. As of 4 a.m., PAGASA said Bebeng was 60 kilometers (km) southeast of Casiguran, Aurora packing maximum sustained winds of 85 kilometers per hour (kph) near the center and gustiness of up to 100 kph. Bebeng was moving north-northwest at 15 kph and is expected to be 70 km north of Aparri, Cagayan by Tuesday morning. By Wednesday morning it is expected to be 210 km north-northeast of Basco, Batanes. By Thursday morning it is expected to be 550 km north-northeast of Basco, Batanes. Rains over Luzon, Visayas "Tropical Storm Bebeng is expected to enhance the southwest monsoon and bring rains over the rest of Southern Luzon and of Visayas. Residents in low lying areas and near mountain slopes under signal #2 and #1 are advised to take all the necessary precautions against possible flashfloods and landslides," it said in its 5 a.m. advisory. PAGASA also reminded those living in coastal areas to take precautions against big waves or storm surges generated by Bebeng. "Aurora, Isabela, Quirino, Nueva Vizcaya, Ifugao, Mt. Province, Kalinga and Cagayan will experience stormy weather while Camarines Norte, Northern Quezon including Polilio Island, Nueva Ecija, Benguet, Ilocos Sur, Abra, Ilocos Norte, Apayao, Babuyan, Calayan and Batanes will have rains with gusty winds," PAGASA said in its 5 a.m. bulletin. "The rest of Luzon will experience rains while Visayas and Mindanao will be cloudy with scattered rainshowers and thunderstorms," PAGASA added. Moderate to strong winds blowing from the Southeast will prevail over the rest of Luzon and coming from the Southeast to South over the rest of Visayas and the coastal waters along these areas will be moderate to rough. Elsewhere, winds will be light to moderate from the Southwest to South with slight to moderate seas. Coast Guard restricts travel Meanwhile, the Philippine Coast Guard (PCG) restricted travel in areas under storm signals 1 and 2. Coast Guard spokesman Lt. Cmdr. Algier Ricafrente said in areas under Signal 1, ships weighing 1,000 gross tons or below cannot leave port. "Pero sa areas under Signal No. 2, kahit anong weight, hindi pwede (But in areas under Signal No. 2, ships under any weight cannot leave port)," he said in an interview on dzBB radio. Meanwhile, the Coast Guard reminded its rescue units to remain on alert, according to a report by dzBB's Carlo Mateo. Flights canceled At least 43 flights, most of them domestic, were canceled at the Ninoy Aquino International Airport, radio dzBB's Denver Trinidad reported. Of these, 20 of the flights were "arriving" while the other 23 were "departing." Four of the canceled flights were to and from Ninoy Aquino International Airport (NAIA) Terminal 2 while six were to and from the old Domestic Airport. At least six international and nine domestic flights were diverted to the Diosdado Macapagal International Airport. The NAIA also denied permission to Cebu Pacific flights 5J-821 and 822 as of 5:50 a.m. - VVP/RSJ, GMA News
