BOC imposes new rule on imported vehicles


Imported cars will no longer be allowed to leave Customs zones unless covered by a CONDI or Clearance of No Derogatory Information, the Bureau of Customs said Wednesday. Only the newly created Motor Vehicle Monitoring and Clearance Office or MVMCO can issue a CONDI," Customs Commissioner Angelito Alvarez said in a statement Wednesday. The new office is under the BOC Enforcement and Security Service. The restriction is part of government efforts against car smuggling. Alvarez said the new requirement will apply to all imported motor vehicles, including motorcycles and motor scooters that are either personally-owned or brought in for personal use under the No-Dollar Importation Program. Used parts and components declared as replacement parts or intended for use by local assemblers and those engaged in vehicle rebuilding business are also covered by the new rule, Alvarez added. With the new regulation in place, the official receipt of final tax assessment by a Customs examiner is no longer valid for the bureau to release an imported vehicle. The MVMCO and the imposition of the new requirement were meant to ensure that only legally-imported vehicles or those coming from legitimate sources could enter the country, according to the Customs chief. “Aside from protecting the revenue interest of the government, the creation of the MVMCO will also pave the way for the removal of the Philippines from the list of countries being used as dumping grounds for motor vehicles stolen by international crime syndicates," Alvarez said. — VS, GMA News
