MMDA abolishes 3 task forces, creates new group


The Metropolitan Manila Development Authority (MMDA) has created the MMDA Metro Parkway Clearing Group to perform the functions of three dissolved offices. The abolished offices were the:

  • Construction and Equipment Maintenance Office (CEMO);
  • Roadway Clearing Group (RCG), and
  • Roadway Cleaning Operations Group (RCOG). MMDA Chairman Francis Tolentino said the permanent, casual and contractual personnel of the three abolished offices will be evaluated and placed in other offices. Tolentino cited the need to eliminate redundant positions because the MMDA's budget was cut by 52 percent. “Within the ambit of civil service rules and regulations lies the need to employ sound managerial approaches. Ad hoc offices are not part of the Civil Service plantilla. They can be abolished without violating the law. But, we respect security of tenure. Our people will be placed where they are needed most to achieve optimum delivery of public services in the metropolis," he said in a news release. He also stressed the goal of achieving accountability, fairness, and efficiency in the administrative process. Tolentino instructed MMDA General Manager Corazon Jimenez and Head of Administrative Services Lydia Domingo to reassign the personnel back to their mother units or to other departments, “depending on their qualifications."
