DTI slaps duty on surging imports of carton box raw material


The Department of Trade and Industry (DTI) has slapped a P1,342-per-metric-ton duty on imported testliner boards, a raw material for making carton boxes, after the Tariff Commission found that elevated import volumes of the boards in recent years hurt the operations of local carton makers. Trade Secretary Gregory Domingo said his agency “has made a thorough review of the findings and recommendations of the Tariff Commission to impose the safeguard measure on testliner boards. This adjustment will allow the local industry to compete with imports." The “safeguard duty" will be in place for three years and subjected to annual review. In defense of the duty on testliner boards, DTI Undersecretary for International Trade Adrian S. Cristobal Jr. said “safeguard measures are legitimate means to allow our local industries to adjust to competition." “But this temporary shelter is time-bound and progressively liberalized to ensure our local players shape up to compete effectively." Cristobal added. The carton boxes made from testliner boards are used as packaging for consumer products such as fruits, electronics appliances, toiletries, noodles, canned goods, and ceramic tiles. — ELR/VS, GMA News
