‘Juaning’ weakens but 11 areas remain under Signal 2


(Updated 10:19 p.m.) The storm warning signal in Metro Manila and several other areas in Luzon has been downgraded after Tropical Storm Juaning (Nock-Ten) "slightly weakened" while hovering over the rugged terrain of northern Luzon. Twenty-seven people, however, have been reported dead as a result of Juaning’s two-day onslaught. In its 5 p.m. bulletin, the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) said Juaning was last spotted 60 kilometers northeast of Baguio City. From 95 kph Wednesday morning, Juaning's maximum winds weakened to 85 kph in the afternoon, while its gustiness went down from 120 kph to 100 kph. However, Juaning still managed to accelerate as it traveled northwest at 17 kph, from 15 kph six hours ago. Meanwhile, in its 8 p.m. update, the National Disaster Risk Reduction and Management Council (NDRRMC) said most of the fatalities were in Bicol with 20; while the most recent cases included one each in Siquijor and Las Piñas City.

  • Estring Leonisa, 76, Libon, Albay (hit by fallen tree)

  • Demetrio Nace, Pio Duran, Albay (hit by fallen tree)
  • JR Warde Nace, 3, Pio Duran, Albay (hit by fallen tree)
  • Roque Sapico, 23, Tabaco City, Albay (drowning)
  • Sanito Diones Timato, 49, Viga, Catanduanes (previously reported missing)
  • Rey Vergara, 39, Virac, Catanduanes (drowning)
  • Nino Mora, 29, Bulwagang Bato, Camarines Norte (drowning)
  • Chesrey Maghanoy, 8, Brgy. Candamay, Siquijor, Siquijor (drowning). Of the 28 missing, 20 were from Masbate province in Bicol alone, it added. Among the recent missing were:

  • Noel Romano, fisherman of FB Hope Christy At least 49 survivors were found or rescued, including 16 fishermen rescued in Marinduque and 12 in Masbate. The NDRRMC said "Juaning" has so far affected 129,795 families or 646,289 people. As of 6 p.m. Wednesday, there were 1,362 people and 237 rolling cargos stranded in Bicol and Southern Luzon. Impassable roads In Ilocos, the San Fernando By-Pass Road (damaged Tanqui Bridge) in La Union is not passable due to damaged slab/ In Cagayan Valley, the Tawi Bridge in Penablanca, Cagayan is underwater due to a heavy downpour and not passable to all types of vehicles. In Central Luzon, the Nueva Ecija-Aurora Road at Km. 161+565 (Brgy Labi, Bongabon, Labi Detour Bridge); and at Km. 180+000 (Brgy. Villa Aurora, Ma. Aurora) are not passable to all types of vehicles. The Nueva Ecija Daang Maharlika Road at Km. 176+300 (Brgy. Puncan, Caranglan) is not passable to all types of vehicles due to mudflow. In Cordillera, a portion of Mountain Province along the Mt. ProvinceIlocos Sur Road via Tue at Km. 391+651 (Calacaban Bridge) due to rotten components and stolen clamps was closed to traffic. In Bicol, the following roads are not passable:
  • Camarines Sur: Junction Maligaya-Caramoan bahay Spillway, Km566+10 and Nabua-Balatan Road Section
  • Albay: Legaspi-Sto. Domingo-TabacoTiwi-Camarines Sur Boundary Road, Ligao Pio Duran Road, Km523+100-Km623+250, Palapas section, bacong Section; Albay West Coast Road paclas section, Talin-talin Section, San Jose Section, Dumalagan Section; Ligao-Tabaco Road, Tobgon bridge, Km 506+179, Ligao
  • Sorsogon: Pilar-Donsol Road, Gura Section, Donsol-Banuang Gurang Rd., Mabini Section
  • Catanduanes: Catanduanes/Viga/kantaka, KO039+450; Catanduanes/San Andres/Lubas, Km156; San Miguel, Balatuhan Section, KO23+000; Manmbrag Spillway, Km161+350. As of Wednesday afternoon, only 11 areas were under Signal No. 2:
