Concessionaire: PAGCOR coffee contract aboveboard


The owner of the concessionaire that received the bulk of the P1-billion coffee expenditure of the Philippine Amusement and Gaming Corp. (PAGCOR) maintained that there was nothing anomalous with her company’s contract. In a report on GMA News’ “24 Oras," Lot Manalo-Tan, whose company Promolabels Specialty Shop received P700 million of the P1 billion fund, said that she went through the proper processes to become a PAGCOR concessionaire under former PAGCOR chair Efraim Genuino. Asked if there was anything anomalous in her contract with PAGCOR, Manalo-Tan categorically said: "Wala. It's all aboveboard." Manalo-Tan, however, admitted that she did not go through a bidding process, and that she did not know if there were other companies that submitted applications as well.


Current PAGCOR chairman Cristino Naguiat Jr. revealed Tuesday that Promolabels Specialty Shop was not registered under the Securities and Exchange Commission (SEC) and that Manalo-Tan used her maiden name in signing the contract with PAGCOR. "So sa umpisa pa lang, may deceit na — hindi siya SEC registered at ‘yung maiden name ‘yung ginamit, hindi totoong pangalan ang ginamit niya [even if] she was married at that time," said Naguiat in a Tuesday report on GMA News TV’s “State of the Nation." In the "24 Oras" report, Manalo-Tan said that she only did this so people would not think that she got the contract because of her husband, Johnny Tan, who is a friend of Genuino’s "There's no deceit, no malicious intent," she said. Johnny Tan has also maintained that the information the current PAGCOR administration gave to President Benigno “Noynoy" Aquino III was wrong. — Bea Cupin/KBK, GMA News
