The heavy downpour spawned by the southwest monsoon flooded several roads in Metro Manila Tuesday, the Metropolitan Manila Development Authority said. Citing data and updates reaching its headquarters, the MMDA said the floodwaters were waist-deep in some areas and gutter-deep in others.
