Importanteng bahagi ng RH Bill, ‘di inalis ni PNoy – Lagman


MANILA – Ginarantiyahan ng pangunahing kritiko ni Pangulong Benigno “Noynoy" Aquino III, na hindi humina ang kontrobersiyal na Reproductive Health (RH) bill matapos itong suportahan ng Malacanang. Sinuportahan ni House Minority Floor Leader Rep Edcel Lagman, ang pahayag ni Aquino na hindi pinahina ang panukalang batas kahit pa nagmungkahi ang Palasyo ng ilang pag-amyenda matapos itong isama sa 13 priority bills na inirekomenda ng Malacanang na aprubahan kaagad ng Kongreso. Idinagdag ni Lagman, kaalyado ng dating pangulo at ngayo’y Pampanga Rep Gloria Macapagal-Arroyo, ang panukalang inirekomenda ng Palasyo ay ang bersiyon na House Bill (HB) 4244 o “Responsible Parenthood, Reproductive Health and Population and Development." “The President himself rejected the insinuation that Malacañang watered down the RH bill as he explained that the principal provisions remain intact like freedom of informed choice, promotion of all medically safe, legal and effective methods of contraception, sexuality and reproductive health education among the young and adequate government funding," pahayag ni Lagman nitong Miyerkules. Ayon pa sa kongresista, ilan sa mga probisyon na inirekomenda ng Malacanang na alisin ay natanggal nang tinatalakay pa lamang ang panukalang batas sa Committee on Population and Family Relations. Kabilang umano sa mga probisyon na inalis ay ang pagtatakda ng dalawang anak lamang sa isang pamilya. Inirekomenda rin ng Palasyo na alisin ang salitang “sexual orientation" na nakalagay sa “Declaration of Policy"; pagtaas sa grade 6 mula sa dating grade 5 na tuturuan ng reproductive health and sexuality education; at gawing optional sa halip na mandatory ang paglalagay ng modern family planning methods sa mga ospital. Ikinatuwa rin ni Akbayan party-list Rep Kaka Bag-Ao, ang desisyon ni Aquino na isama sa priority bills ng Legislative-Executive Development Advisory Council (LEDAC) ang panukala tungkol sa responsableng magpapamilya. “President Aquino’s political will to address poverty and women’s concerns manifests strongly on his endorsement of the RH Bill in the LEDAC. The clamor for the President to speak up and act on this issue was very strong. Prioritization of the Bill by no less that the President, on top of the overwhelming support by 72% of Filipinos, will expedite the already protracted deliberations in the House plenary, and send a strong signal to my colleagues that the Bill should now be passed," ayon kay Bag-ao. Umaasa rin si Akbayan party-list Rep Walden Bello, na bibilisan ng Kongreso ang pagtalakay sa naturang panukalang batas ngayong prayoridad na ito ng pamahalaan. “Our population is nearing the hundred million mark, we continue to grow at over 2 percent per year, and 26.5 percent of Filipinos are poor. If we are unable to manage the population, government-reform programs and economic policies will translate to very meager benefits for the ordinary Filipino," pahayag niya. - GMA News
