PAGASA upgrades 'Quiel' to typhoon

“Tropical Storm "QUIEL" has intensified into typhoon and poses threat to Northern Luzon," according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) Friday morning.

PAGASA said in its 5 a.m. severe weather bulletin, “Typhoon Quiel is expected to enhance the Southwest Monsoon and will bring scattered to widespread rains over Southern Luzon and Western Visayas." — MRT/ELR, GMA News
