Two areas — Cagayan and Isabela in northern Luzon — were placed under Storm Signal No. 2 as Typhoon "Quiel" (international name: Nalgae) intensified before noon on Friday. In its 11:00 a.m. press briefing, the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) said 13 areas were also placed under Storm Signal No. 1:

  • Calayan Islands
  • Babuyan Islands
  • Apayao
  • Kalinga
  • Mountain Province
  • Ifugao
  • Nueva Vizcaya
  • Pangasinan
  • Benguet
  • La Union
  • Ilocos Norte
  • Ilocos Sur
  • Abra PAGASA said "Quiel," which poses a great threat to Northern Luzon, was estimated at 640 kilometers (km) east of Tuguegarao City as of 10:00 a.m. on Friday, radio dzBB's Denver Trinidad reported. "Quiel" had maximum winds of 140 kilometers per hour (kph) near the center and gustiness of up to 170 kph. PAGASA forecast "Quiel" to move westward at 22 kph and produce an estimated 15 to 25 millimeters per hour of rain. PAGASA said it expects "Quiel" to make landfall in the Cagayan-Isabela area on Saturday afternoon, and exit Luzon via Ilocos Sur Saturday night. With its present 22-kph speed, PAGASA said "Quiel" may exit Philippine territory Sunday afternoon. - VVP, GMA News
