Typhoon 'Quiel' rains begin to fall on Cagayan

Rains from Typhoon “Quiel" have started to fall on parts of Cagayan province, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) early Saturday morning. This update from PAGASA comes through its official Twitter account. Quiel's diameter or span extends to 500 kilometers.
