After shipyard accident, DOLE forms probe team


The Department of Labor and Employment formed a high-level team to look into a shipyard accident that killed at least six workers in Subic on October 7. In a news release, the DOLE said the team will be headed by Undersecretary for Labor Standards and Social Protection Lourdes Trasmonte. The members of the team will come from the following agencies:

  • Occupational Safety and Health Center (OSHC)
  • Bureau of Working Condition (BWC)
  • DOLE Regional Office No. 3 (Central Luzon) Aside from conducting an investigation, the team will also be tasked to draw up occupational safety measures. To check the compliance of other companies with health and safety standards, DOLE Secretary Rosalinda Baldoz said large firms and their subcontractors will inspected. An initial report by the DOLE Regional Office 3 had found the cables of the winches and axles snapped, causing a platform and a supporting tower to topple down. “This initial finding of the investigating team will be looked into again by the top-level composite team headed by Undersecretary Trasmonte. The team will also look into the report of the expert from Keppel Singapore who came over the weekend to conduct the company’s own probe," Baldoz said. Safety work plan Baldoz directed Trasmonte to prepare a work plan on occupational health and safety that will cover three main components:
  • making the "Zero Accident Program" a priority in construction, mining (surface), and shipbuilding industries;
  • enhancing the the Kapatiran Work Improvement in Small Enterprise-Technical Assistance Visit (Kapatiran WISE-TAV) Program Para sa Mas Ligtas, Malusog at Produktibong mga Manggagawa, also known as the “Big Brother, Small Brother" program, and
  • improve the labor inspection program. - VVP, GMA News
