Amateur video of mall shooting triggers outrage


UPDATED 5:30PM Online Filipinos are reacting with shock and outrage at a freshly uploaded amateur video taken moments after a recent shooting incident in a Pampanga mall involving two males, aged 13 and 16, who were supposedly lovers. The video, spreading rapidly via social media, shows the wounded younger boy still alive on the floor of the mall while police and security personnel milled around seemingly unmindful of the emergency. Last September 20, the 13-year-old boy shot himself shortly after putting a bullet in the head of his 16-year-old alleged lover inside an SM mall in Mexico, Pampanga. Both teenagers died in the hospital the following day. The video, which GMA News Online has chosen not to publish due to its disturbing nature, shows the two victims lying face down on the floor, the 13-year-old rolling on his side and twitching his legs, while the 16 year-old beside him lay motionless. Police and security personnel are seen surrounding the victims, but apparently don't come to their aid throughout the three minutes of the video. Another man was also seen, who approached just to take pictures with a digital camera. Properly handled However, the Philippine National Police (PNP) said that the video doesn't show the whole story. PNP Director General Nicanor Bartolome, in an interview on News To Go, said that the people at the scene handled the situation properly, given the circumstances. "Hindi pwede yung lalapit na lang kung sinu-sino kung hindi ka trained to handle such a situation. Wag na lang, baka lalong makasama dun sa biktima," Bartolome said. (You can't allow just anybody to approach, especially if they're not trained to handle such a situation. Better not [have people come near], it might aggravate the victims' condition.) "Nakapagresponde naman sila ng mabuti... (Kaso) hindi ho kasi nakita ng mga tao. Yung first part lang ang pinapakita sa video, parang wala. Naputol yung video eh, hindi pinakita na pulis na rin at security guard ang bumuhat (sa biktima at) dinala pa rin sa hospital," Bartolome added. (They were able to respond adequately but people didn't get to see it. It's only the first part that was shown in the video, as if there wasn't any action. The video was cut, it didn't show the police and security guard carrying the victims to the hospital.) Official statement from SM Management Millie Dizon, SM Supermalls' vice president for publicity, sent GMA News Online the company's official statement on the matter: "We are one with the victims’ family in their grief and have been continuously cooperating with authorities. Security measures across our malls have already been beefed up," the statement said. "As the video itself confirms, police authorities arrived soon after the incident, placed the scene under their jurisdiction, took over the investigation, and restricted access to the victims," it added.
