DTI: Price freeze still in effect in 7 typhoon-hit areas in Luzon


A price freeze stemming from the damage caused by recent cyclones remains in effect in at least seven areas, the Trade Department reminded traders Tuesday. The Department of Trade and Industry said these areas are still in a state of calamity, radio dzBB's Sam Nielsen reported. Still considered under a state of calamity are Olongapo City (Zambales); Aurora; Bataan; Bulacan; Nueva Ecija; Pampanga; and Tarlac, the same radio report said. Many areas in Central Luzon are still recovering from the effects of tropical cyclones "Pedring" (Nesat), "Quiel" (Nalgae), and "Ramon" (Banyan). Over 100 lives have been lost due to the cyclones. Earlier, DTI Undersecretary Zenaida Maglaya said basic commodities covered by the Price Act include rice, pork, chicken, fish, vegetables, sugar, cooking oil, sardines, and bathing and laundry soap. Other basic items include candles, bread, and even charcoal, she said. Republic Act 7581, the Price Act, penalizes price manipulation with up to 15 years in prison and/or a fine of up to P2 million. Violations of the price ceiling face an imprisonment of up to 10 years and/or a fine of up to P1 million. Government officials of employees who knowingly conceal violations shall suffer an added penalty of permanent disqualification from holding public office. Section 6 of the Act automatically freezes the prices of basic necessities in an area under the following conditions:

  • That area is proclaimed or declared a disaster area or under a state of calamity;
  • That area is declared under an emergency;
  • The privilege of the writ of habeas corpus is suspended in that area;
  • That area is placed under martial law;
  • That area is declared to be in a state of rebellion; or
  • A state of war is declared in that area. — RSJ, GMA News
