DSWD needs P2.39B for typhoon, flood victims


The Department of Social Welfare and Development (DSWD) needs some P2.39 billion for recovery and rehabilitation projects for victims of typhoons and floods that hit the country between May and September this year. In a news release, the DSWD said the amount will be sourced from the its Quick Response Fund (QRF) for socio-economic projects such as:

  • Core Shelter Assistance project (CSAP)
  • Modified Shelter Assistance (MSA)
  • Emergency Shelter Assistance (ESA)
  • Cash-for-Work project, including the construction and repair of destroyed houses and community facilities, garbage collection and management. The DSWD said flash floods displaced 187,008 families (or 982,839) people in:
  • Metro Manila
  • Autonomous Region in Muslim Mindanao
  • Regions 10, 11, 12 The DSWD said five cyclones affected the country — Falcon, Juaning, Mina, Pedring and Quiel — and affected 1.4 million families. The agency said CSAP or the housing assistance for 11,664 families whose houses were destroyed will cost P816.48 million (or P70,000 per housing unit). CSAP will provide structurally strong and indigenous shelter constructed in disaster-safe relocation/resettlement areas. The houses under this program can withstand up to 220 kilometers per hour (kph) winds and earthquakes of up to Intensity IV. Other forms of assistance Meanwhile, for the MSA, P17.85 million (or P50,000 per housing unit) will be needed to help 357 families in Region XII and ARMM whose houses were destroyed. The MSA provides limited financial or materials assistance to augment resources of families. For the emergency shelters or ESA, the DSWD will need P268.72 million to help some 53,743 families with partially damaged houses. The ESA provides limited financial or materials assistance to beneficiaries. Cash-for-work Meanwhile, about P1.16 billion is needed to implement the Cash-for-Work (CFW) program for some 530,737 families who will be given cash assistance equivalent to 75 percent of the regional wage rate in their respective regions for 10 days. CFW provides cash grants to disaster victims in exchange for rendering community service, such as the repair of damaged community facilities. - VVP, GMA News
