New guidelines on offloading Pinoy passengers out by Nov.


Philippine Vice President Jejomar Binay said the new guidelines on "offloading" or barring passengers from flying to certain countries, including the United Arab Emirates, may come out by November. According to a report of Gulf News, Binay disclosed this information over the weekend during a visit to Abu Dhabi. “We have agreed to come up with a set of clear-cut guidelines, a checklist of the questions that will be asked and documents to be presented. Other IACAT (Inter-Agency Council Against Trafficking) member agencies will accompany BI officials in interviewing (travelers)," Binay was quoted as saying. “We have agreed to come up with a set of clear-cut guidelines, a checklist of the questions that will be asked and documents to be presented. The IACAT formed a technical working group to review the offloading policy amid extortion complaints against some immigration officials. Binay is chairman emeritus of the IACAT and also presidential adviser for overseas Filipino workers (OFWs). UAE-bound Filipinos are required to present to Philippine immigration officials an affidavit of support and guarantee (AOS). The AOS is attested by the Philippine embassy in Abu Dhabi and consulate in Dubai for Dh100. However, some passengers had reportedly been barred from boarding their flights even with an AOS as they were suspected to be victims of human trafficking or tourist workers. Some passengers have allegedly resorted to bribing some immigration officials. - VVP, GMA News
