PHL Outstanding Public Servants include bomb expert, slain teacher


A slain teacher, a bomb expert, a government auditor and a rice research group are among those who received the Civil Service Commission (CSC) Outstanding Public Servants of 2011. “They represent thousands of men and women in government who are fueled by an inherent desire to serve their fellowmen," said CSC Chair Francisco Duque III. “They go beyond the call of duty despite the challenges of public service such as low remuneration, lack of resources and public distrust. In the CSC, we call them lingkod bayani – mga lingkod bayang bayani," Duque noted. Three types of awards were given on Wednesday at Malacañang. The Presidential “Lingkod Bayan" award went to individuals or groups whose contributions had a nationwide impact on public interest. 'Disruptor kits,' 'aerobic rice' Bomb expert and award recipient Jesus Fabian created “disruptor kits" that could disarm thin-walled explosives with minimal risk. The “Dangal ng Bayan" award was given to individuals for “performance of extraordinary act or public service" and for showing exemplary ethical behavior according to the norms of the Code of Conduct and Ethical Standards for Public Officials and Employees. Lorna Pulalon, a Zamboanga City elementary school teacher who received the award, died defending her students from a deranged ex-convict on a stabbing spree. Helen Cailing of the Commission on Audit-Cotabato City exposed the widespread misuse of government funds in Saranggani that led to the dismissal of over 30 officials. The “Pagasa Award" was given to individuals or groups that directly benefited more than one department of government. The Aerobic Rice Research Development and Extension Team of Bulacan Agricultural State College, a “Pagasa Award" recipient, was honored for promoting aerobic rice technology, which allows farmers in non-irrigable and upland areas to enjoy continuous yield even during the dry season.
