ISSUES
  • Priest-turned governor. Fr. Ed Panlilio ran as an independent gubernatorial candidate with the platform of good governancecivic participation, social innovation, and poverty alleviation. Panlilio said he ran to offer a "listening, transparent and accountable" government, and there was “no other alternative" to Pineda--wife of alleged jueteng lord Bong Pineda--and Lapid--was accused of profiting from illegal quarrying operations in Pampanga. After beating in the elections former governor Mark Lapid and Lilia Pineda--both allies of President Gloria Macapagal-Arroyo, who hails from the province--he was proclaimed governor on May 18, 2007.

    Panlilio was suspended from his priestly duties after filing his candidacy for the gubernatorial post. He said he will not seek reelection in 2010, and he will instead “go back to the ministry as soon as possible." Lingayen-Dagupan Archbishop Oscar Cruz, however, said that it may be difficult for Panlilio to return to the priesthood. He said that while Church law allows a return to the priesthood "on paper," the record of priests actually allowed back to the fold is not encouraging.


  • Campaign rumours. During the campaign, critics hurled a number of issues against Fr. Panlilio. Forwarded text messages claimed that he had romantic flings with four women who bore him children. He was also accused of receiving campaign support from suspected jueteng operator Melcher “Ngo-Ngo" Caluag and of swindling the Church’s Social Action Center of Pampanga during his stint as its executive director. The priest laughed off these allegations.


  • Malacañang's so-called 'cash gifts'. Fr. Panlilio said he got P500,000 after President Arroyo's early morning meeting with 200 officers and members of the Union of Local Authorities of the Philippines on October 11, 2007. "As we were walking towards the gate, Gov. Jonjon (Mendoza of Bulacan) handed to my chief of staff a paper bag... After we entered our vehicle, my chief of staff opened the bag and was surprised to find the money inside it," Panlilio said.
    He has sent Malacañang a letter inquiring on the source and purpose of the cash gift so that the provincial government could issue an official receipt for the donation.
