Paggamit ng kongresista sa pork barrel sinilip ng COA

Pinagpapaliwanag ng Commission on Audit (COA) si Manila (2D) Rep. Jaime Lopez kaugnay sa kwestyunableng paggamit ng kanyang Priority Development Assistance Fund (PDAF) na mas kilala sa tawag na “pork barrel" fund.
Sa pagsusuri ng COA, nakita mula sa Department of Health noong 2006 na naglabas si Lopez ng P350,000 pondo para sa medical assistance fund sa Tondo Medical Center (TMC).
Ngunit iniulat ni COA Auditor IV Richard Pardiñez na may mga paglabag sa batas na ginawa sa paggamit ng pondo bilang medical assistance.
Gamit ang alokasyon ng PDAF, bumili ang TMC ng 13 units of nebulizers na nagkakahalaga ng P58,000 bawat unit sa ilalim ng klasipikasyon na “hospital equipment." Ang nebulizers ay gamit ng mga pasyente na may problema sa paghinga tulad ng hika o asthma.
“Later, 11 units were withdrawn by the congressman’s staff but [was] recorded in the books as outright expense of the hospital. Such practice violated the provisions of the 2005 General Appropriations Act, as re-enacted for 2006, and the DOH memorandum circular no. 2006-0009 dated February 1, 2006," paliwanag sa report ng COA.
Sa ilalim ng batas, nakasaad na ang mga tulong pinansyal na ipinapadaan sa mga hospitals/medical centers mula sa PDAF ay, “it shall be utilized only for medical expenses of indigent patients confined at the hospitals."
“Procurement of equipment out of PDAF was not among the purposes for which such financial assistance was granted, which is to pay for the cost of medicines and other medical services rendered to indigent patients," dagdag ng COA report.
Inirekomenda ng COA sa tanggapan ni Lopez na ipaliwanag kung saan napunta ang 11 nebulizers at maglabas ng resibo na magpapatunay na tinanggap ng benepisaryo ang nasabing mga gamit. - GMANews.TV
