• ZTE controversy. Padilla delivered a privilege speech in August 2007 on the controversy surrounding the national broadband network deal between the government and ZTE Corp. He accused COMELEC Chairman Benjamin Abalos of meeting with ZTE Corp. officials in China. He also alleged that the company won the contract without undergoing an honest-to-goodness bidding process.
