Dulce Quintans-Saguisag


Dulce Maramba Quintans-Saguisag, 64, was declared dead on arrival at the Ospital ng Makati after the Toyota Hi-Ace Grandia van she was riding with husband Rene Saguisag and two others was hit by an Isuzu dump truck on Osmeña Highway (formerly South Superhighway) near the corner of Arnaiz Avenue (formerly Pasay Road) in Makati on November 8, 2007.

ISSUES

  • Breast cancer survivor. Dulce Saguisag had a successful breast cancer operation in 1997. “Cancer has made me patient," she told The Big C Magazine in an interview.
  • Appointment as DSWD secretary. Then President Joseph Estrada appointed Saguisag as secretary of Department of Social Welfare and Development after then Vice President Gloria Arroyo resigned her DSWD post in October 12, 2000. Saguisag took her oath four days later. Saguisag tenure was supposed to depend partly on her health, but her stay in the cabinet lasted only for three months due to Estrada's ouster in January 2001. According to former Senator Rene Saguisag, Estrada had offered Dulce the DSWD portfolio at the start of his term in 1998, but Arroyo asked for the job.
  • Involvement in political campaigns. She was involved in the 1985-86 presidential campaign of Corazon C. Aquino and co-managed the 1987 senatorial campaign of her husband.
