Mambabatas magkakaiba ang pananaw sa ID system

Nagpahayag ng magkakaibang pananaw ang mga senado at kongresista nitong Martes kaugnay sa muling pagbuhay ng militar na ipatupad ang kontrobersyal na national ID system upang sugpuin ang mga banta sa pamahalaan.
Nagkakaisa sina Senador Francis Pangilinan, Francis Escudero at Reps. Edcel Lagman (Albay) at Satur Ocampo (Bayan Muna), na hindi na dapat ipilit ng pamahalaan ang paggamit ng ID system dahil labag ito sa batas at right to privacy ng isang indibidwal.
Naniniwala rin sila sa pangamba ng ibang grupo na posibleng abusuhin ang ID system at maging daan sa pagdami ng kaso sa paglabag sa karapatang-pantao.
Sinabi ni Pangilinan na kilala ang administrasyon ni Pangulong Gloria Macapagal Arroyo sa paglabag sa batas batay na rin sa mga naging desisyon ng Korte Suprema.
"In reviving the proposal, can we trust this government to respect the basic, constitutionally guaranteed rights of its citizens?" tanong ni Pangilinan.
"Unfortunately, as has been ruled by no less than the SC in a string of landmark cases that includes EO 464, People's Initiative, CPR, Proclamation 1017 among others, this government has been found to have consistently acted in a manner contrary to the rule of law and the Constitution. If the SC has found this government in repeated violation of the rule of law and the Constitution then we view this latest proposal with grave reservations," idinagdag niya.
Iginiit ni Escudero na hindi na kailangan magpalabas ng iisang ID ang pamahalaan bilang instrumento sa pangangalaga sa seguridad ng gobyerno.
"An ideal national ID should be a social services tool. It should be one that would entitle the holder to assistance and benefits and not as a security instrument foisted at the expense of the people's privacy," paliwanag ni Escudero.
Payo naman ni Sen. Panfilo Lacson, dapat sertipikahan ng Malacanang bilang urgent bill ang panukalang batas sa pagpapatupad ng national ID system kung seryoso ito na suportahan ang rekomendasyon ng Armed Forces of the Philippines.
"If Mrs. Arroyo is serious in having a no-nonsense national ID system, all she has to do is certify an existing bill that provides the needed safeguards for it," ayon kay Lacson.
Sinabi ni Lacson na noong pang 2004 niya sinimulan ihain ang panukala na “national reference card system and the creation of the National Registration Coordinating Commission" ngunit hindi ito napagtitibay ng mga nagdaang Kongreso.
Muli umano niya itong inihain ngayong 14th Congress na nakapaloob sa Senate Bill 196.
Sinabi naman ni Sen. Miriam Defensor Santiago na kailangan talagang magpasa ang Kongreso ng batas kung nais ng pamahalaan na ipatupad ang national ID scheme.
“If the military proposes a single ID system that will be compulsory for all branches of government, then a law passed by Congress is necessary. A mere executive order will not suffice," payo ng senadora.
Para kay Rep. Lagman, hindi sapat na katwiran ang kagustuhan ng militar na durugin ang mga rebelde upang labagin ang batas at karapatan ng mamamayan.
“The most effective measure to put an end to the long-running insurgency is the protection and fulfillment of the fundamental rights to food security, affordable health and medical care, decent housing, liberating quality education, gainful work and adequate living standards," ayon sa mambabatas.
Naniniwala naman si Rep. Ocampo na hindi rebelde kung hindi mga lehitimong oposisyon at kritiko ng gobyerno ang target ng awtoridad sa muling pagbuhay sa national ID system.
“With the current sorry state of human rights and intensifying political repression, the national ID will be another weapon of the Arroyo government for assaulting and crushing all legitimate opposition," pagdiin ni Ocampo. - Fidel Jimenez, GMANews.TV
