Team leaves for Pangasinan to exhume missing UP coed


MANILA, Philippines - A team from the Commission on Human Rights left for Pangasinan early Thursday to exhume a body believed to be that of a University of the Philippines (UP) student who disappeared in 2006. Radio dzBB reported that the team went to Pangasinan on the request of the mother of UP student Sheryl Cadapan who, with fellow student Karen Empeño, disappeared in Bulacan two years ago. The team was led by CHR commissioner Wilhelm Soriano and included doctors, lawyers and forensic experts from UP. Only last Wednesday, the United States said extra-judicial killingsand warrantless arrests remain a "major problem" in the Philippines in 2007. In a country report on the Philippines' human rights practices for 2007, the State Department also noted impunity in killings as members of the security services were tagged in some cases. It said arbitrary or warrantless arrests and detentions were common, while trials were delayed and procedures were prolonged. But the US report also said the communist New People's Army (NPA) was also involved in several rights violations, killing local government officials and ordinary civilians. - GMANews.TV
