House panel OKs bill creating 2 districts for Camarines Norte


MANILA, Philippines - The House Committee on Local Government has approved a measure dividing Camarines Norte into two congressional districts - putting the province closer to having two representatives at the Lower House. In a statement posted on the House of Representatives website, Camarines Norte Rep. Liwayway Vinzons-Chato who authored House Bill 2449 said the early passage of the measure is very timely as the projected population count of Camarines Norte is expected to break 600,000 by the year 2010. Right now, Vinzons-Chato said, the Province of Camarines Norte has a population of more than 500,000 inhabitants which she described as "far too many to have only one representative in the House of Representatives." Based on the results of the latest population count conducted by the National Statistics Office, the total population of Camarines Norte is 513,785. Under the 1987 Constitution, each city or each province with at least 250,000 population is entitled to at least one representative at the Lower House. "The province is one of the most peaceful in the region. This explains the phenomenal growth in population brought about by heavy migration from all over the country. It has since become the center of gold mining in Bicol region and the home of the Formosa Pineapple in the country," Vinzons-Chato said. Vinzons-Chato said the remarkable growth of the province is due to the influx of migrants coming from as far as Mindanao, the Visayas and other neighboring provinces. The lawmaker said Camarines Norte had already redistricted with the election of Provincial Board Members in 1992 with the first district comprising five (5) towns and the second district consisting of seven (7) towns. - GMANews.TV
