Listahan ng kongresistang ‘di sumipot sa plenaryo inilabas ni Nograles


MANILA – Inilabas ng tanggapan ni Speaker Prospero Nograles nitong Sabado ang pangalan ng 139 kongresista na hindi nagpakita sa plenaryo ng Kamara de Representantes na dahilan kaya nabigong makabuo ng quorum at hindi naipasa ang kontrobersiyal na Freedom of Information (FOI) bill.
ABSENT DURING ROLL CALL
Faced with heavy criticism for the non-ratification of the Freedom of Information Bill, House Speaker Prospero Nograles on Saturday released the names of 139 congressmen who were either absent or were present but did not respond to the roll call for some unknown reasons. Their absence during roll call resulted in a lack of quorum, which in effect killed the FOI bill as the 14th Congress is now drawing to a close. Sa isang pahayag, iginiit ni Nograles na hindi gawa-gawa o scripted ang eksenang naganap sa sesyon ng Kamara nitong Biyernes nang kuwestiyunin ni Camaguin Rep. Pedro Romualdo ang quorum o bilang ng mga mambabatas na nasa plenaryo. Inamin din ni Nograles na nagpakumbaba siya at nakiusap kay Romualdo na iatras ang ginawa nitong pagkuwestiyon sa quorum upang matuloy ang sesyon at maipasa ang naturang panukalang batas. Layunin ng FOI bill na magbibigay karapatan sa publiko na makakuha ng impormasyon at dokumento sa mga transaksiyon at kontratang pinapasok ng gobyerno. “What scripted are they talking about? Hello? It was in open public transparent session in plenary. That's' a very unfair accusation. Some members posed questions about the bill having penal provisions should be prospective and not retroactive and wanted the sponsor to clarify the intent of the law on record after the same was ratified," paliwanag ng lider ng Kamara. “It's absolutely false to claim that I wanted this to happen. We wanted to close the 14th Congress with a positive note and I wanted the FOI bill to be ratified as much as the media badly wanted it. I even placed the FOI bill first in the agenda, although it was supposed to be last to be tackled under the list of measures which were supposed to be tackled yesterday. This is unfair," idinagdag pa niya. Ayon kay Nograles, sinadya pa niyang mamalagi ng ilang sandali sa tanggapan ng majority leader hangga’t hindi nakatitiyak na may sapat na bilang ng mga mambabatas sa plenaryo. Sa simula ay sinabing umabot sa 142 ang bilang ng mga kongresistang nasa plenaryo ngunit nabawasan ito nang magsimulang mag-roll call ang secretariat bilang tugon sa mosyon ni Romualdo na kuwestiyunin ang quorum. “I even delayed twice the resumption of session hoping for more warm bodies. I was at the majority office when proponent Rep, Joel Villanueva came to me and told me we already have quorum," kuwento niya. “They said we had 142 congressmen in the plenary. Like you and all the media watching in the gallery, I thought there was quorum. If I have been told that we didn't have a quorum and we need a few more heads, I would have waited a little bit more and tried to get more people on the floor," idinagdag ni Nograles. Ngunit umabot lang sa 128 kongresista ang tumugon nang isagawa ang roll call sa plenaryo. Kung nailusot ang FOI bill, ito sana ang magiging “legacy" ni Nograles bilang mambabatas at lider ng Kamara. Siyam na taon na itong nakabinbin sa kapulungan at babalik ito sa unang proseso sa pagtalakay ng isang panukala kapag muling ihain sa papasok na 15th Congress. Nakalaban ni Nograles si Sarah Duterte, anak ng outgoing mayor na si Rodrigo Duterte. Sinabi ni Nograles na sinuportahan at ikinampanya niya rin na maipasa ang FOI bill katulad ng mga ginawang pagkampanya ng mga mamamahayag. Patunay rito ang pagkakasama ng FOI sa listahan ng mga panukalang batas na tatalakayin sa order of business ng kapulungan. “It would never have seen the light of day had I not been its main shepherd. The speaker power is to approve what can be part of the session’s agenda. But of course the militant media won’t ever recognize this fact. Ask any congressman who really knows how the floor works. Nothing can ever be in the agenda without the Speaker's approval. That's the parliamentary practice through the years," pagdiin niya.

I can only persuade them and I don't think that I was remiss on that aspect. It's not my fault that these co-authors decided to be elsewhere because I don't have any magical power to make them appear instantly in the plenary," pahayag niya. Para magkaroon umano ng transparency sa naganap na huling araw ng sesyon, inilabas ni Nograles ang pangalan ng mga kongresista na absent o kung hindi man ay nasa kapulungan ngunit hindi nagpakita sa plenaryo nang magsagawa ng roll call. – GMANews.TV
